145.03 OFFICERS.

The Civil Service Commission shall designate one of its members as chairman and may appoint a secretary who need not be a member of the Commission and may hold other Municipal office or appointment. The Commission shall elect officers at its first meeting of each year, who shall serve in that office until the end of that year.
