Section 17.01 Initiative and Referendum.
   Ordinances and resolutions may be proposed by initiative petition and adopted by election, and ordinances and resolutions adopted by Council shall be subject to referendum, to the extent and in the manner now or hereafter provided by the Constitution or laws of the State of Ohio, except that no zoning ordinance may be proposed by initiative unless, prior to circulation of the initiative petitions, the proposal is reviewed upon application by the Planning Commission and a public hearing is held thereon in the manner prescribed by law for all zoning amendments. Initiative and referendum petitions shall be filed with the Clerk of Council. (Amended November 7, 1989)
