Section 6.03 Duties in General.
   The Director of Finance shall under the general supervision of the Mayor:
   (a)    Keep the financial accounts of the Municipality, including taxes and assessments, monies due, and all receipts and disbursements by the Municipality;
   (b)    Be the custodian of all monies of the Municipality and shall perform the functions of Treasurer of the Municipality;
   (c)    Assist the Mayor and Council in the preparation of estimates, budgets and appropriations, and shall keep the Mayor and Council informed as to the financial condition of the Municipality;
   (d)    Examine all payrolls, bills and other claims against the Municipality and shall issue no warrant unless he shall find that the claim is in proper form, correctly computed, duly approved and that it is due and payable and that an appropriation has been made therefor;
   (e)    Perform such other duties assigned by Council or as are required of the Financial offices of municipalities pursuant to the Statutes of the State of Ohio.
   (f)   Make investigations and recommendations to the Mayor and Council concerning bids for public contract upon authorization of Council. The Director of Finance shall have authority to recommend the lowest and best bidder and to enter into contracts for amounts not to exceed the limits established by state law, unless otherwise specified by Council.
