Section 4.05 Rules and Journal of Council.

Council shall adopt its own rules, regulations or by-laws and shall keep a journal of all its proceedings. The journal shall be open for public inspection at all reasonable times. Nothing in this Charter shall invalidate or in any way affect rules, regulations and by-laws previously adopted by Council, unless inconsistent with the provisions of this Charter.
