Section 4.03 President and Vice President of Council.

   At the first regular meeting of Council in January of each year, as provided in Section 4.06 of this Article, Council shall, by majority vote, elect from its membership a President of Council and a Vice President of Council, each to serve a term of one (1) year and until his successor is elected and qualified. The President and Vice President of Council, by virtue of holding such offices or in performing the duties of Acting Mayor, as provided in Section 3.04(a) of Article III of this Charter, shall not be deprived of their powers and rights or be relieved of any of their duties or obligations as members of Council.
