797.08 FEES.
   (a)   Cultivator. An applicant shall pay to the City a nonrefundable original application fee of $10,000 for a Level I Cultivator and $1,000 for a Level II cultivator when the application is filed. The purpose of the application fee is to cover the administrative costs of processing and investigating the application. A Certificate of Operation fee is $90,000 for a Level I Cultivator and $9,000 for a Level II Cultivator.
   A Cultivator shall pay a Certificate of Operation annual renewal fee of $100,000 for a Level I cultivator and $10,000 for a Level II cultivator. An additional annual fee will be assessed against the Licensee as hereafter set forth. These amounts are subject to an increase or decrease based upon increases or decreases to the state fees on application, certificate of operation, and license renewal fees and subject to any changes in conditions from the original application, number of patrons and traffic, or other conditions attached by the Licensing Authority.
   (b)   Processors. The stand-alone or vertically-integrated Processor application fee is $10,000 and the Certificate of Operation fee is $90,000; a Processor annual license renewal fee is $100,000.
   (c)   Dispensaries. An applicant shall pay to the City a nonrefundable original application fee of $350.00 for a new dispensary license, and $250.00 for a renewal license. In addition to the application fee, every applicant that is granted a medical marijuana dispensary license (new or renewal) shall pay to the City an annual, non-prorated license fee in the amount of $25,000.00 upon license issuance or renewal. The initial license fee may be refuneded only if the applicant does not receive a license issued by the State Board of Pharmacy for a period covering any portion of the term of the license issued by the City.
