923.13 ENFORCEMENT.

   (a)   If the City of Macedonia or its duly authorized representative determines that a violation of the rules adopted under this code exist, the City of Macedonia or representative may issue an immediate stop work order if the violator failed to obtain any federal, state, or local permit necessary for sediment and erosion control, earth movement, clearing, or cut and fill activity.

   (b)   All development areas are subject to external inspections by a representative of the City Engineer to ensure compliance with the approved SWP3 or Abbreviated SWP3. All costs associated with such inspections shall be the responsibility of the owner and will be deducted from the fee reserve balance posted with the finance department.

   (c)   After each external inspection, City of Macedonia shall prepare and distribute a status report to the owner.

   (d)   If an external inspection determines that operations are being conducted in violation of the approved SWP3 or Abbreviated SWP3 the City of Macedonia may take action as detailed in Section 923.14 of this Chapter.
