(a) Any licensee may appeal the decision of the Director of Finance for the denial of the issuance of a license, the denial of a renewal of a license or the revocation of a license. An appeal must be filed within ten days of notice of non-issuance, non-renewal or revocation, in writing, to City Council.
(b) The Council shall determine whether the denial of any license under this chapter was arbitrary, capricious, or unreasonable, by majority vote at a regular of special meeting.
(c) Any decision of the Council shall be a final, appealable order, and the applicant or licensee may seek prompt judicial review of such administrative action in any court of competent jurisdiction.
