(a) The Mayor is hereby authorized to enter into agreements with collection agencies to provide for the collection of delinquent fees and costs owed to the City of Macedonia as is authorized and assessed by any section of this Code.
(b) The referral of these delinquent debts to the authorized collection agencies with all costs assessed to the debtor is hereby specifically approved by the Director of Law.
(c) A collection services fee is hereby established of up to thirty-three and one-third percent (33 1/3%) of the balance to be assessed to past due fees, costs and debts due to the City of Macedonia which are turned over to a collection agency pursuant to this section.
