373.12 MOTOR SCOOTERS; MOTORIZED SKATEBOARDS.
   (a)   “Motor Scooters” are defined in 301.19 of the Code and in Section 5411.01(c) of the Ohio Revised Code as “motorcycles”.
   (b)   “Motorized Skateboards” shall mean a device consisting of a deck or riding surface of any design upon which a person may stand or sit, having any number of wheels, and is propelled by any type of motorized power but does not include any device designed and used to transport disabled persons.
   (c)   No person shall operate a motor scooter on any street or roadway in violation of this Code and/or the Ohio Revised Code.
   (d)   No person shall operate a motorized skateboard on any street or highway.
   (e)   No person shall operate a motor scooter or motorized skateboard:
      (1)   On any sidewalk in the City located in the public right of way;
      (2)   In any City park or roadway or parking lot located in a City park;
      (3)   On any pedestrian or bicycle pathway; and
      (4)   Except for licensed motor scooters, on any public or private property used by the public for the purposes of vehicular travel or parking.
   (f)   No parent or guardian of a minor shall knowingly allow or permit that minor to operate any motor scooter or motorized skateboard in violation of this Section and/or the Ohio Revised Code or be reckless in that regard.
   (g)   Whoever violates this section is guilty of a minor misdemeanor on a first offense and a misdemeanor of the third degree for each subsequent offense.
