311.05 PUSHING OR PILING SNOW ON PUBLIC HIGHWAY OR SIDEWALK.
   (a)   No person engaged in snow removal upon private property or in opening access through accumulated snow to private property, shall cause, suffer or permit snow to be pushed upon the public highway or public sidewalks, without removing the same therefrom immediately so as to permit unobstructed use of the public highway and public sidewalks by highway vehicles and/or pedestrians.

   (b)   Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
