311.03 TOY VEHICLES UPON STREETS.
   (a)   No person riding upon any coaster, roller skates, sled, go-cart, all terrain vehicle, snowmobile, toy vehicle or other similar unlicensed vehicle or device shall go upon any roadway, except while crossing a street on a crosswalk and when so crossing such person shall be granted all of the rights and shall be subject to all of the duties applicable to pedestrians. This section shall not apply to any street while set aside as a play street. This section shall not apply to motorcycles, motor scooters, and motorized skateboards.

   (b)   In the event of any conflict between this section and any provision of Chapter 375, the provision of Chapter 375 shall prevail.

   (c)   Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
