711.06 STANDARDS AND REQUIREMENTS.
    Any Permittee, at its sole cost, shall conform to the following requirements at all times while working in public rights-of-way:
    (a)    The acts and things done under the Permit shall be subject to the supervision and control of the Director, who, among other matters, shall determine, in his sole discretion, a specified time for restoration of the public rights-of-way.
   (b)    Anyone performing or expecting to perform work in the public rights of-way must subscribe to and consult before commencing work a service for locating underground infrastructure (e.g., Ohio Utilities Protection Service, or the like).
   (c)    Crossings under finished surfaces (e.g., sidewalks, paved streets) shall be made in the manner that inflicts the least possible damage to that surface, by tunneling, jacking or otherwise taking whatever steps are possible that accomplish the required end without disturbing the finished surface.
   (d)    Openings that must be made in finished surfaces shall be saw-cut or done in a manner that leaves a smooth, finished edge.
   (e)    Materials excavated or removed from the right-of-way must be removed from the site and disposed in a place and manner acceptable to the Director. Excavated materials may not be used for backfill except with specific permission of the Director.
   (f)    Longitudinal pavement cuts (those running in the same direction as the flow of traffic) in traffic lanes of streets or alleys must be replaced to the full width of the paving panel (for concrete pavement) or the full width of the lane(s) affected (for asphalt pavement).
   (g)    All work sites shall be marked, signed and protected from traffic to standards established by the Ohio Department of Transportation for work zones. The Permittee shall be responsible for the safeguarding of all excavations and obstructions of any public right-of-way by placing and maintaining necessary and prudent barricades, directions and warnings.
   (h)    Any signs or markings installed within public Rights-of-Way must conform to the requirements of the Ohio Manual of Uniform Traffic Control Devices.
   (i)    Construction or restoration work done within the public Rights-of-Way shall, at a minimum, meet the specifications of the Ohio Department of Transportation, or such higher standard as may be stipulated by the Director.
   (j)    Wherever feasible, or in areas where other public utilities and services are placed underground, all repair, replacement or new construction shall likewise place Permittee's infrastructure underground.
   (k)    Restoration shall be to a standard that equals or exceeds the condition of that portion of the right-of-way preceding any work done by the Permittee. Deciding that such restoration meets an acceptable standard shall be at the sole discretion of the Director.
   (l)    All work done within the public Rights-of-Way shall meet applicable national codes and standards (e.g., the National Electrical Safety Code), City Building Code, specifications for streets and sewers of the City, and other applicable standards. Any conflict among applicable standards shall be resolved by the Director.
   (m)    Any additional conditions which the Director may require.
