711.04 ADMINISTERING AUTHORITY.

The Building Commissioner or his or her designee shall be the Municipality's agent and representative for purposes of administering, overseeing and regulating private uses of the Rights-of-Way. The Building Commissioner designates the City Engineer to be the Director, as defined herein.
