1365.10 ACCESS AND EGRESS; KEYBOX SYSTEM.
   (a)    Every occupied unit, wherein there is not a common hallway, shall be provided with direct and approved means of access and egress to the outside without passing through any part of another unit. In multiple dwellings, any door which is used in connection with such means of access and egress shall be provided with a lock which can be opened from the inside without the use of a key.
   (b)    All newly constructed, nonresidential buildings shall install a high-security keybox system approved by the Building Commissioner and Fire Department, which shall be designed to give fire fighters, police and other emergency services, immediate access to locked buildings, elevators and other secured areas in case of emergency. All existing nonresidential buildings shall comply with this section before December 31, 2001.
