1361.12 APPEALS.
   Any person aggrieved by the action of the Building Commissioner or the Mayor in the denial or revocation of an application for a permit or license or in the decision with reference to the revocation of a license shall have the right of appeal to Council. The appeal shall be taken by filing with Council within fourteen days after such action by the Inspector or Mayor a written statement setting forth fully the grounds for the appeal. Council shall set a time and place for hearing on the appeal, not later than thirty days after receipt of such notice, and shall give notice of the date of hearing to the appellant as well as the Inspector and Mayor. The decision and order of Council on the appeal shall be final.
