1341.03 REQUIREMENTS FOR APPROVAL.
   (a)   No single-family residential structure shall be approved by the Architect unless:
      (1)   The exterior architectural character and functional plan of the proposed structure, when erected, demonstrates a reasonably attractive appearance to the public, if such building or structure is within the view of the traveling public from any existing highway.
      (2)   The plan demonstrates an attempt by the architect or engineer who prepared the same to utilize design concepts, materials and construction techniques available in the construction of such building or structure, to promote an attractive appearance and to insure that property in the area of such building or structure is not depreciated in value upon construction of the proposed building or structure.
      (3)   The design complies with Section 1341.02.
   (b)   No residential building or structure shall be approved by the Architect if any cement cinder block or simulated brick is exposed on any side of the dwelling or structure. All sides of such dwellings shall be brick to grade and all poured basements must have real brick on all exterior walls which are exposed to view.
   (c)   Foundation walls of approved hollow masonry units shall be not less than twelve inches thickness to grade for unbalanced back-fill construction. Above grade such walls shall be not less than eight inches thickness, plus four inches exterior brick. Balanced back-fill foundation walls for single story construction shall be not less than eight inches thickness to grade and above grade shall be not less than four inches thickness, plus four inches exterior brick. Garage foundation walls where no living space exists above shall be not less than eight inches thickness to grade with four inch brick to support the structure and a four inch interior ledge to support the floor section. All balanced back-fill foundation walls supporting two stories or more shall be constructed similarly to unbalanced back-filled walls.
   (d)   Poured concrete foundation walls shall have steel reinforcing as required by the City Engineer. (Ord. 50-1989. Passed 6-22-89.)
   (e)   All communication, electric power wires, street lighting wires, public utilities of any kind, conduits or cables necessary to serve any lot or property in the City, except within an R-1 Zoning District having established overhead electrical service, shall be constructed underground whether on public right of way or easements for utilities, or upon private property if the access point to such utilities or service in the public right of way is already installed prior to the date of the adoption of this section, and same is above ground, then the connection at the above ground site must immediately proceed to be constructed underground to the point of connection to the subject property or point of service.
      (1)   All such underground power lines, communication equipment, conduits or cables shall be constructed in accordance with the standards required by the Public Utilities Commission of Ohio or of other regulations of the Public Utilities Commission of Ohio, or such other minimum standards as may be established elsewhere in the Codified Ordinances.
      (2)   Any electrical conduit lines shall be installed pursuant to the requirements of the National Electric Code, including but not limited to code approved galvanized conduit of the rigid type, rigid non-metallic conduit or other suitable raceway at the minimum burial depth of 24 inches below finished grade for all electrical service laterals.
