1329.03 REVIEW OF BUILDING PERMIT APPLICATIONS.
   (a)    Every building permit application for a structure to be built or remodeled in the City shall be approved by the Building Commissioner and, when specified under subsection (c) hereof, the City Architect. In order for the application to be so approved, the applicant shall submit to the Building Commissioner two complete sets of drawings and supplemental specifications, prepared in accordance with good architectural practice, indicating the building or structure exactly as it is proposed to be built. Such documents, accurately drawn to scale and dimensioned, shall include and conform to the following requirements:
      (1)    Construction plans prepared by a licensed architect or engineer showing the building or structure.
      (2)    A site plan or plot plan showing the plot configuration and its perimeter dimensions, all structures on the site with locating dimensions, location of all structures adjacent to the site within twenty-five feet of the property line and all vehicular drives, roads, relating parking areas, main walks, walls, fences and major existing landscaping. In addition, locations and names of adjacent streets, a north arrow and finished grade elevations at each corner of new construction and each corner of the site shall be indicated;
      (3)    Four elevations including a front, rear and two side elevations, together with additional views or cross sections, if necessary, to indicate completely the exterior appearance of the structure. All elevations shall be drawn to the same scale, which shall be not less than one-eighth of an inch to the foot, except that the front elevation may be drawn to a larger scale. Each elevation shall show the accurate location of windows, doors, shutters, chimneys, porches and other architectural features, all materials and finishes and an accurate finish grade line;
      (4)    A completely dimensioned floor plan of each level of the construction, drawn to the same scale as the front elevation; and
      (5)    Additional details to show unusual construction.
   (b)    The Building Commissioner shall review all documents submitted for a building permit and the applicant shall satisfy the Inspector that the documents comply with all applicable codes and ordinances of the City. The Chief Building Inspector shall reject any applications which do not conform to these requirements.
   (c)    The Building Commissioner shall submit for review and approval of the City Architect all building plans submitted to him for application for a building permit with the exception of structures which do not constitute a primary building or which do not involve structural changes in a primary building. For purposes herein, a primary building is one whose size and function differentiate it from an accessory building. The Building Commissioner shall decide which buildings qualify for mandatory submission to the Architect. The Building Commissioner may submit, at his discretion, all plans submitted to him for a building permit which apply to structures other than a primary building or a structural change to a primary building. The Architect shall inspect and approve or disapprove all plans submitted to him in accordance with the requirements of the Building Code pertaining to design, load, stresses, strength and stability or other requirements involved in technical analysis. The Architect shall also inspect and approve or disapprove such plans in order to determine compliance with the architectural standards prescribed in Chapter 1341.
   (d)    For residential structures, the plans and drawings shall be returned to the Building Department after inspection by the Architect together with the Architect's determination. For industrial and commercial structures, after the Architect's review, the plans and drawings and the Architect's determination shall be forwarded to the City Planning Commission for presentation during the Planning Commission's site plan review; then the plans and drawings and Architect's determination shall be forwarded to the Building Department. Any modifications or recommendations determined by the Architect shall be submitted to the applicant for his response prior to submission of the plans from the Architect to the Building Department or from the Architect to the Planning Commission. If the applicant secures the approval of the Building Commissioner (and the City Architect when plans are to be review by him) and conforms to all applicable codes and ordinances, the Building Commissioner shall issue a building permit otherwise the permit shall be denied.
