   1175.02 WORDS AND PHRASES.
   As used in this chapter:
   (a)    Words and phrases shall have their ordinary meaning unless otherwise defined in Chapter 1133.
   (b)    "Engineer" means the City Engineer or a professional licensed engineer employed by the City.
