913.05 COMPLIANCE REQUIRED.

No person, firm or corporation shall proceed with any construction, excavation, grading or filling of land unless a plan for control of siltation and sediment control or erosion control has first been approved as provided in this chapter. No person shall begin construction, excavate, fill land, change grades, alter land surface or remove surface vegetation in violation of an approved plan.
