909.03 DEAD OR DISEASED TREES.
   Any trees or portion of a tree which is dead and which overhangs or adjoins public streets or grounds in such a manner to cause danger to travelers or users of such streets or grounds, or any tree which is infected with parasites, insects, pests, or diseases, including but not limited to carrier beetles for Dutch Elm disease, which is dangerous to public health or safety, shall be removed.
