771.07 COLLECTION PRACTICES.
   (a)    Special Refuse Problems. 
      (1)    Contagious disease refuse. The removal of wearing apparel, bedding or other refuse from homes or other places where highly infectious or contagious diseases have prevailed should be performed under the supervision and direction of the Summit County Health Department. Such refuse shall not be placed in containers for regular collections.
      (2)    Inflammable or explosive refuse. Highly inflammable or explosive materials shall not be placed in containers for regular collection but shall be disposed of as directed by the Mayor at the expense of the owner or possessor thereof.
   (b)    Requirements for Vehicles. All haulers shall use a water-tight vehicle provided with a tight cover and so operated as to prevent offensive odors escaping therefrom and refuse from being blown, dropped or spilled.
   (c)    Time and Frequency of Collection. 
      (1)    Garbage must be collected at least once a week, which shall be picked up only between the hours of 7:00 a.m. and 10:00 p.m.

      (2)    No garbage shall be collected from residences on Sunday, New Year's Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day or Christmas Day except in an emergency and then only with the approval of the Mayor who shall designate the hours of such Sunday or holiday collections.
      (3)    Sunday and holiday collections may be made for hotels, restaurants and other businesses and institutions only with the approval of the Mayor and at such hours as he may designate.
