771.01 DEFINITIONS.
   For the purposes of this chapter, the following terms, phrases, words and their derivations shall have the meaning given herein. The word "shall" is always mandatory and not merely directory.
   (a)   "City" means the City of Macedonia, Ohio.
   (b)   "Person" means any person, firm, partnership, association, corporation, company or organization of any kind.
   (c)   "Hauler" means any person, firm, partnership, association, corporation, company or organization of any kind licensed to collect rubbish, refuse and gargage from business and industrial property or from non-dedicated residential property in the City.
   (d)   "Rubbish material" means all rejected waste matter accumulating in City buildings, public and private schools, charitable institutions, dwelling houses, stores, hotels or other places of habitation and business in the City and which include such matter as rags, excelsior, straw, pasteboard boxes, old clothes, shoes, rubbers and other scraps, burlap, discarded mattresses, carpets, matting, oil cloth, junk, scrap metals, broken glass, crockery, enameled ware, tin cans, cooking utensils, hardware, etc.
   (e)   "Refuse" means all putrescible and nonputrescible solid wastes, except body wastes, including garbage, rubbish, ashes, street cleanings, dead animals, abandoned automobiles and solid market and industrial wastes.
   (f)   "Garbage" means putrescible animal and vegetable wastes resulting from the handling, preparation, cooking and consumption of food.
