521.16 BURNING RUBBISH; CONTROLLING FIRES.
   (a)   No person shall set fire to any bonfire, or set fire to any refuse, rubbish, dry grass or other material not contained in a container approved by the Chief of the Fire Department, unless consent is first obtained from the Chief or another officer of the Fire Department having authority in the matter.
   (b)   No person shall set on fire any bonfire, or set fire to any refuse, rubbish, dry grass or other material of any kind, without taking due precaution to confine, and confining such fire to the premises where the same is started, and preventing such fire from reaching or endangering any building or structure.
   (c)   No person shall burn any refuse, rubbish or other material of any kind, in such manner as to produce dense smoke, fumes or odors which are offensive or injurious to any person or property.

   (d)   Whoever violates any provision of this section shall be guilty of a misdemeanor of the third degree.
