Before locating or installing any mobile home in the city, the owner or occupant shall request permission from the City Council either in writing or through personal appearance and shall satisfactorily show the proposed location of the unit, its size, the use for which intended, and any other information which the City Council may request. If the City Council grants permission to locate the mobile home at the site requested, the owner or occupant may then, and only then, proceed with actual installation, and said installation must conform to the plans as proposed by the owner or occupant to the City Council.
