Mobile homes, as defined in this chapter and whether moved into the city on wheels or otherwise, must be located on a solid foundation with tongue or other pulling device removed. Said foundation must be constructed with permanent materials, but must also permit the mobile home unit to be conveniently removed and replaced. The owner or occupant must provide utilities at each mobile home space or installation.
