Each notice of a violation of the provisions of this chapter issued under the provisions of this chapter shall be served upon the owner, or his or her agent, provided that the notice shall be deemed to be properly served if a copy is served on the owner, or his or her agent, personally, or if a copy is sent by certified or registered mail, return receipt requested, to the last known address of the owner or agent. If service cannot be obtained by such means, service may be obtained by posting a copy of the notice in a conspicuous place in or about the premises affected by the notice.
