The Mayor may appoint a civil defense director who shall have direct responsibility for the organization, administration, and operation of the local organization for civil defense, subject to the direction and control of the Mayor and City Council and in accordance with the state’s civil defense plan and program. In the absence of a specific appointment by the Mayor, the City of Lyons Volunteer Fire Chief is hereby designated as Civil Defense Director.
