The City Council has the power and authority to fix the rates to be paid by electrical consumers for the use of electricity. All rates shall be on file for public inspection at the office of the City Clerk. The City Clerk shall bill the consumers and collect all money received by the city on the account of the city’s electrical system. He or she shall faithfully account for and pay over the same to the City Treasurer all revenue collected by him or her, taking his or her receipt therefore in duplicate, filing one with the City Clerk, and keeping the other on file in his or her official records.
