13-12-3: DESIGN AND MAINTENANCE OF PARKING LOTS:
   A.   Open And Enclosed Parking Spaces: Accessory parking spaces located on the same lot as occupied by the use served may be open to the sky or enclosed in a building. Accessory parking spaces located elsewhere than on the same lot occupied by the use shall be open to the sky. (1965 Code title 6 § 803.1)
   B.   Surfacing:

      2.   Nothing in this subsection shall preclude a substitute design or materials being approved by the building director, upon satisfactory recommendation of the village engineer, that meets the purpose and results intended by the table set out in subsection B1 of this section. (1965 Code title 6 § 803.2)
   C.   Screening And Landscaping: All open automobile parking areas containing more than four (4) parking spaces shall be effectively screened on each side adjoining or fronting on any residential property by a decorative wall or fence of substantial construction, not less than five feet (5') in height. Wheel stops of masonry, steel or heavy timber shall be placed not nearer than five feet (5') from the street line in districts where a front yard is not required or from side lot lines. Landscaping shall be provided as required by the site plan approval process. Landscaping shall be minimum low growth, low maintenance and not present a nuisance or hazard or be incompatible with the surrounding area. (1965 Code title 6 § 803.3)
   D.   Lighting: Illumination of an off street parking area shall be provided so as to adequately provide for the safety of occupants for such lots. Lighting shall be arranged so as not to reflect rays of light into adjacent residential districts and streets. (1965 Code title 6 § 803.4)
   E.   Striping And Protective Devices: Parking spaces shall be striped on the parking lot surface, and parking blocks, curbing or other barriers shall be provided as required by the building director to protect structures, vehicles and pedestrians. (1965 Code title 6 § 803.6)
   F.   Temporary Parking: Off street parking which does not meet the design and construction requirements of this title may be temporarily permitted at the discretion of the building director, provided such parking is in conjunction with a permitted construction project and/or is for municipal use. (1965 Code title 6 § 803.5)
   G.   Existing Parking Lots: All existing parking lots shall be maintained in compliance with the design and maintenance standards of this section. (1965 Code title 6 § 803.7)
