13-12-2: RESIDENTIAL GARAGES AND DRIVEWAYS:
   A.   Computation: Garages providing the requisite parking space dimensions shall be counted as required off street parking. (1965 Code title 6 § 802.2)
   B.   Improved Driveways And Approaches: Garages providing access for vehicles through the use of private drives shall provide an improved driving surface and approach complying with the surfacing and approach requirements of this title. (1965 Code title 6 § 802.3)
   C.   Surfacing: All driveways shall meet the surfacing and dimension requirements of this title. (1965 Code title 6 § 802.4)
   D.   Driveway Dimensions: Driveway dimensions shall be as follows:

   E.   Driveway Setbacks: Residential one- and two-family parking shall not be in the required front yard space except for that portion of a driveway extending from the front property access through the front yard setback. No portion of a driveway shall be located in the area of the front yard located in front of a one- or two-family dwelling. The total amount of open area devoted to off street parking, in addition to the maximum area for a driveway and garage, shall not exceed five percent (5%) of the remaining open area of the property. All additional parking areas shall have a minimum three foot (3') setback from adjoining property lines and a minimum ten foot (10') setback from the dwelling. (1965 Code title 6 § 802.6)
   F.   Multi-Family Residential Parking: Multi-family residential parking shall not be located in the front yard setback unless otherwise modified for a planned unit development. (1965 Code title 6 § 802.7)
   G.   Vehicles Parking In Open; License And Operable Condition Required: Motor vehicle parking on private residential property outside a completely enclosed, lawfully constructed structure for such purposes shall be limited to licensed, operative vehicles. All such parking shall be on an improved surface and of a design and layout as approved by the building director. (1965 Code title 6 § 802.8)
   H.   Inoperable, Unlicensed Vehicles 1 : The parking or storage of unlicensed and/or inoperative motor vehicles on private residential property is limited to those vehicles which are titled to a lawful occupant of the address in question. All such vehicles must be stored inside a completely enclosed structure which has been lawfully constructed for such use. (1965 Code title 6 § 802.12)
   I.   Commercial Vehicles; Trucks 2 :
      1.   Commercial Vehicles: No more than one commercial vehicle per dwelling unit may be parked or stored; however, no commercial vehicle or portion thereof with a license above a B plate or licensed for a gross weight, including vehicle and cargo, of eight thousand one (8,001) pounds or more may be parked in or adjacent to a residential zone other than for loading and unloading purposes not affiliated with a home occupation. (1965 Code title 6 § 802.9)
      2.   Tow Trucks: No tow trucks or similar vehicles may be parked or stored on residential property. (1965 Code title 6 § 802.10)
      3.   Trucks With Snowplow Blades: No trucks with snowplow blades attached shall be parked on streets in residential zoned areas. (1965 Code title 6 § 802.11)
   J.   Renting Garages Prohibited: The provision of private residential garage or yard space for motor vehicle parking or storage of any kind, for any type of remuneration, is prohibited. (1965 Code title 6 § 802.13)
   K.   Repair And Sale Of Vehicles:
      1.   Private residential property may not be utilized for any type of use which involves the repair and sale of motor vehicles. Repeated import of disabled vehicles to a residence shall be prima facie evidence of such use. (1965 Code title 6 § 802.14)
      2.   Automotive repair on residential property shall be regulated as follows: (1965 Code title 6 § 802.15)
         a.   Minor Automotive Repair:
            (1)   Minor automotive repair consists of fluid replacement, tire, wiper, light changes and all other repairs not involving a major disassembly of a motor vehicle. All such repairs must be completed within forty eight (48) hours of commencement and are limited to vehicles titled to a lawful occupant of the premises where the repairs are conducted.
            (2)   Minor automotive repairs may be conducted in all residential districts.
         b.   Major Automotive Repair:
            (1)   Major automotive repair consists of all repairs involving a major disassembly of a motor vehicle. All such repairs must be conducted entirely within an enclosed building lawfully constructed for such use, where such buildings exist on the premises, and are limited to vehicles titled to a lawful occupant of the premises where the repairs are conducted. Open area major automotive repairs shall be limited to one vehicle at a time for no more than a seven (7) day period. (1965 Code title 6 § 802.15; amd. 2009 Code)
            (2)   Major automotive repairs may only be conducted in the R-1, R-1A and R-2 districts. Such repairs shall not in any way decrease or adversely affect the availability of required off street parking for said property.
         c.   Unattended Vehicles On Supports: No vehicle may be left on jack stands or other means of support unattended. (1965 Code title 6 § 802.15)
