A partial permit may be granted for reasonable cause, such as weather, time of year, etc., to begin the foundation or other preliminary work before the complete plans are approved. Such a partial permit shall be used at the permit holder's risk with no assurance of getting a full permit. (1965 Code § 7-2-9)
