It shall be unlawful to proceed with the erection, construction, alteration, addition, repair, upgrade, removal, demolition or excavation of any building or structure or to make any change in plumbing, mechanical or electrical systems or appurtenances, open a street, parkway or sidewalk, pour concrete or asphalt, or occupy a portion of a street or alley before the proper permits for such work or occupancy have been obtained from the building department.
