If any property owner and/or occupant fails or refuses to schedule and allow an inspection, to submit the inspection and testing results or to provide other information that is requested as provided in this chapter, the property shall be presumed to have an illegal or otherwise improper connection to the public water system as defined by applicable IEPA and AWWA standards and regulations.
