11-2-12: RIGHT OF ENTRY:
   A.   Inspections: The director of public works, or any of his authorized agents, shall have free access at all reasonable hours to inspect any premises supplied with water, and the fact that the owner or occupant of such premises accepts and uses water supplied by the village shall constitute a consent to the making of such inspection. No person shall refuse to admit said authorized representatives to any premises for such purpose. In case any authorized representative is refused admittance, or is in any way hindered in making the necessary inspection or examination, the water may be turned off from such premises after giving twenty four (24) hours' written notice served either personally or by first class mail upon the owner or occupant thereof. If the village discontinues water service for failure of the water consumer to respond to a request to enter the premises, the property owner shall remain responsible for the established turnon fee.    B.   Installation And Maintenance Of Electronic Registering Meters: The director of public works, and any of his authorized agents, including contractors authorized by the village, shall further have free access at all reasonable hours for the purpose of installing and maintaining thereafter new electronic registering water meters on all premises in the village, and the fact that the owner or occupant of such premises accepts and uses water supplied by the village shall constitute a consent to such installation and maintenance. No person shall refuse to admit said authorized representatives to any premises for such purpose. In case any authorized representative is refused admittance or is in any way hindered in making the necessary installation or maintenance, the water may be turned off from such premises after giving twenty four (24) hours' written notice, served either personally or by first class mail, upon the owner or occupant thereof.
