Whenever it shall be necessary to open the street for the purpose of inspection or repair of any sewer line or connection, or for the purpose of inspection or repair of any water line or connection, such opening shall be made, and the village inspector(s) will inspect for proper connection and repair prior to backfill and street restoration. Said work shall be paid for by the property owner. (1965 Code § 5-2-16)
