A. Annual Payment: The license fees required under this chapter shall be due and payable annually on or before May 1 of each year. Beginning in 2012 and thereafter, the license shall be issued for each year beginning May 1; provided, that if the owner or operator of any vehicle comes into possession or ownership of the same, for operation on the streets of the village after December 31 of any license year, then and then only, the license fee shall be one-half (1/2) of the annual fee provided in section 9-1-4 of this chapter.
B. Purchase Deadline: The owner of a motor vehicle who resides within the village shall purchase and display a license emblem on or before May 31 of each year for each motor vehicle owned on May 1 of that year.
C. Vehicle Acquired During License Year: For each motor vehicle purchased or acquired during the license year, but not owned on June 1 of that license year, by any owner who resides within the village, such owner shall transfer a previously issued sticker emblem or purchase a new vehicle sticker emblem and display the same on the purchased or acquired vehicle within fifteen (15) days of such purchase or acquisition.
D. Additional Late Payment Fee: Each owner of a motor vehicle required to purchase a motor vehicle license by this chapter who fails to pay the prescribed fee on or before the deadline established by this chapter shall be required to pay, in addition to the required fee, a late fee as provided in section 9-1-4 of this chapter, which shall expire after the deadline or due date thereof. This late fee is in addition to the penalties described in subsection 9-1-8B of this chapter.
E. New Residents: Each owner of a motor vehicle who becomes a resident of the Village after June 1 of any year shall purchase and display a license emblem within thirty (30) days of establishing permanent residency in the Village. Permanent residency shall be evidenced by the establishment of an account with the Village Water Department, the initiation of a lease term or any other evidence deemed appropriate by the Village Clerk as proof of residency.
F. Prior Delinquencies: All owners and operators of motor vehicles who are required to have and obtain a motor vehicle license, as provided in this chapter, for the year previous to the year for which a license is applied for, and who have not paid the fee nor obtained the license for the previous year, shall not be entitled to a license for the current year unless the fees, and any applicable penalties, for the previous year or years have been fully paid.
