Every owner of a motor vehicle shall make application to the village clerk upon forms which set forth the name and address of the applicant and a description of the motor vehicle for which the license is desired. Upon payment by the applicant of the license fee, the village manager or his/her designee shall issue a license, which shall be attested by the village clerk, authorizing the use of such motor vehicle within the village until the expiration of such license.
