8-5-3: APPLICATION FOR LICENSE; INVESTIGATION:
   A.   Application: Any person desiring to conduct, carry on or operate a "kennel" or a "cattery", as defined in section 8-5-1 of this chapter, shall make a written application for a license so to do, which shall conform to the general requirements relating to applications for licenses. Such application shall also state the number of animals which is proposed to be kept in the establishment or premises for which application for license is made. (1965 Code § 9-7-57)
   B.   Investigation By Health Officer; Issuance Of License: Upon receipt of such application, the health officer shall cause such investigation to be made as, in his judgment, is necessary for the issuance of the license hereinbefore referenced. Upon completion of such investigation, the health officer shall forward such application, together with his recommendations, to the village president, whereupon, in his discretion, he shall cause a license to be issued to such applicant upon the payment of the license fee.
