8-3-11: CONTROL AND REMOVAL OF DOG AND CAT EXCREMENT:
   A.   Removal Of Excrement Required:
      1.   No owner, keeper or person in control of a dog or cat shall cause or permit such dog or cat to be on any public property, public park or public street, or on private property not owned or possessed by such owner, keeper or person in control, unless such owner, keeper or person in control of such dog has in his immediate possession a device for the removal of dog and cat excrement and a depository for the transmission of the same to a receptacle located upon property owned or possessed by such owner, keeper or person in control.       2.   No owner, keeper or person in control of any dog or cat shall fail or refuse to immediately remove excrement left by such dog or cat on any public property, public park or public street, or on private property not owned or possessed by such owner, keeper or person in control of such dog or cat and to transmit and deposit the same in a proper receptacle located on property owned or possessed by such owner, keeper or person in control of said dog or cat.
   B.   Time Limit: It shall be unlawful to permit any dog or cat excrement to remain on property owned or possessed by a dog or cat owner or keeper for longer than twenty four (24) hours unless deposited in a watertight receptacle with a close fitting cover. (1965 Code § 9-7-46)
