8-3-1: DEFINITIONS:
Whenever the following words or terms are used in this chapter, they shall have the meanings herein ascribed to them:
CAT: Includes all animals of the domesticated cat family (Feles domesticus) upward of the age of three (3) months.
DOG: Except where specifically distinguished, shall include all animals of the canine species, upward of the age of three (3) months.
HARBORING STRAY ANIMALS: A person who habitually feeds any cat, dog, or other domestic or wild animal, not owned by him, on a regular or irregular basis, or cares for, or actively seeks the attention of said cat, dog or other domestic or wild animal, at or upon his or her property or within the village shall be guilty of "harboring a stray animal".
OWNER: Includes any person who shall harbor or permit any animal to remain on any premises while said animal is under his or her charge or control. (1965 Code § 9-7-30)
