8-1-3: LIVESTOCK OR FOWL RUNNING AT LARGE:
   A.   Running At Large Prohibited; Impoundment: It shall be unlawful and is hereby declared to be a nuisance for any person to permit any cattle, swine, sheep, goats, geese, ducks, turkeys, chickens, or other fowl owned by him or in his custody or control to run at large within the village, and any so found shall be impounded by the chief of police, and the owner or person having possession of such animal or fowl and allowing the same to run at large shall be guilty of a violation of this section.
   B.   Tying Or Herding: The tying or securing by means of a rope, chain or other contrivance of any animal of the species mentioned in this section upon any street, alley, sidewalk, park or other public grounds within the limits of the village, the herding or keeping of any such animal or animals upon any unenclosed ground within said limits (without the consent of the owner thereof or the person having control of the same) or in any public park, street, avenue, alley or other public place in the village or permitting any of said animals to graze thereon, whether attended by drivers or watchers or not, shall also be deemed a violation of this section, and such animals shall be deemed to be running at large under this chapter.
   C.   Absence Of Permission No Defense: It shall be no defense to any action under this section that the owner or possessor of any animal found at large contrary to the provisions hereof did not authorize the running at large of such animal or animals. (1965 Code § 9-7-6)
