The fire chief and the officers of the fire department shall have the authority to send fire equipment and personnel outside the corporate limits of the village, as provided in the mutual fire aid program agreed to herein, whenever requested to do so by the officers or authorities of any participating municipality that has agreed to conform to said program and has assumed the obligations imposed upon it thereby; provided, that the fire equipment and personnel can be spared from service at the time the request is made.
