The purpose of this chapter is to provide for a program of mutual aid between the village and other municipalities, whereby such municipality will be obligated to come to the assistance of a neighboring municipality in the event of an emergency, fire or other disaster therein of such magnitude that the local fire equipment and personnel cannot effectively cope with it.
