4-2-5: LICENSING REQUIREMENTS; FEES:
   A.   Classes Of Licenses: Local liquor licenses shall be classified as follows:
      1.   Class A License: Such license shall authorize the retail sale of alcoholic liquor which may or may not be consumed upon the licensed premises.
      2.   Class B License: Such license shall authorize the retail sale of beer and wine for consumption only upon the licensed premises.
      3.   Class C License: Such license shall authorize the sale of alcoholic liquor in nationally organized, nonprofit, civic, fraternal or veterans associations or organizations or to local clubs who have a valid liquor license issued prior to the effective date hereof. Such liquor shall be sold for consumption upon their premises to members of the organization and their guests only. The liquor control commissioner may waive this fee.
      4.   Class T License: Such license shall authorize the sale of draft beer, bottle beer, wine or other alcoholic liquors for temporary periods of time, the dates and times of which shall be specified on the license. The Liquor Control Commissioner may waive this fee.
      5.   Class R License: Such license shall authorize the retail sale of alcoholic liquor in restaurants. A Class R license shall be issued only to those applicants which possess a restaurant license issued by the Village. No restaurant, licensed as such, shall sell alcoholic liquor except with meals.
      6.   Class L License: Such license shall authorize the retail sale of alcoholic liquor which may not be consumed upon the licensed premises.
      7.   Class LB License: Such license shall authorize the retail sale of bottle beer and wine only, which may not be consumed upon the licensed premises.
      8.   Class G License: Such license shall authorize the retail sale of alcoholic liquor to be consumed on the licensed premises in a "beer garden", porch or other area which is not fully enclosed within a building on property owned or controlled by the holder of a Class A or Class R license.
         a.   Class G-1 License: Such license shall authorize the retail sale of alcoholic liquor to be consumed on the licensed premises in a “beer garden,” porch or other area which is not fully enclosed within a building on property owned or controlled by the holder of a Class A or Class R license. The beer garden shall be enclosed as provided herein and may be accessible other than through the building on the licensed premises.
         b.   Class G-2 License: Such license shall authorize the retail sale of alcoholic liquor to be consumed on the licensed premises in a “beer garden,” porch or other area which is not fully enclosed within a building on property owned or controlled by the holder of a Class R or Class H license. The beer garden shall be enclosed as provided herein and may be accessible other than through the building on the licensed premises.
      9.   Class LA License: Such license shall primarily authorize the retail sale of liquor which may not be consumed on the licensed premises and the secondary retail sales of alcoholic beverages to be consumed on the premises. Said license shall be issued to businesses that are basically liquor stores which contain a smaller bar area for consumption of alcoholic beverages on the premises.
      10.   Class H License; Microbrewery: A Class H license shall entitle the licensee to manufacture beer products on the licensed premises and to make sales at retail of alcoholic liquor, including, but not limited to, the manufactured beer products, for consumption on or off the licensed premises. A Class H licensee may also conduct beer sampling and tasting without the requirement of food service. Nothing in the issuance of a Class H license pursuant to this section shall be considered to relieve the licensee of any responsibility for complying with all applicable State and Federal regulations relating to the manufacture and/or sale of beer products or other alcoholic beverages and all applicable business and other regulations of the Village.
      11.   Class I License; Winery: A Class I license shall entitle the licensee to manufacture, bottle and sell up to fifty thousand (50,000) gallons of wine on the licensed premises and to make sales at retail of alcoholic liquor, including, but not limited to, the manufactured wine, for consumption on or off the licensed premises. A Class I licensee may also conduct wine sampling and tasting without the requirement of food service. Nothing in the issuance of a Class I license shall be considered to relieve the licensee of any responsibility for complying with all applicable State and Federal regulations relating to the manufacture and/or sale of wine or other alcoholic beverages and with all applicable business and other regulations of the Village.
      12.   Class J Caterer: A Class J license shall authorize the sale of alcoholic liquor on the licensed premises, for consumption off the licensed premises, by a caterer whose business is located in the Village. This classification of license shall only be issued to persons who demonstrate they are operating a bona fide catering business. A licensee holding a Class J license may only serve alcoholic liquor in conjunction with the operation of a catering business serving prepared meals, and not in conjunction with the service of snacks, and only for consumption on the premises where the meals are served. This license shall only permit the service of alcoholic liquor by employees of the licensee, and only to invited guests at the catered event.
   B.   Number Of Licenses: So that the health, safety and welfare of the people of the Village shall be protected and temperance in the consumption of alcoholic liquors shall be fostered and promoted, the lawful license of any establishment shall be renewed or reissued upon compliance with all State and Federal requirements and of the provisions of this Code. The maximum number of licenses to be issued in each classification is as follows:

   C.   Term: Local liquor licenses shall be operative and valid, unless terminated, revoked, or suspended, for a term of one year commencing on January 1 of each year and terminating on December 31 of that same year. Local liquor licenses issued after January 1 of any year shall be operative and valid, unless terminated, revoked, or suspended, for a term commencing on the date of issuance and terminating on December 31 of that same year.
   D.   License A Personal Privilege Only: Every local liquor license shall be purely a personal privilege and shall not constitute property. No local liquor license shall be subject to attachment, garnishment, or execution, nor shall any local liquor license be alienable or transferable, voluntarily or involuntarily, or subject to being encumbered or hypothecated. No local liquor license shall descend by the laws of testate or intestate succession. Every local liquor license shall cease on the death, bankruptcy, or insolvency of the licensee; provided, however, that executors or administrators of the estate of any deceased licensee and the trustee of the estate of any bankrupt or insolvent licensee, when such estate consists in part of alcoholic liquor, may continue the business of the sale of alcoholic liquor under order of the appropriate court and may exercise the privileges of the deceased, bankrupt, or insolvent licensee until the original expiration date of such licensee's local liquor license but no longer than six (6) months after the death, bankruptcy, or insolvency of such licensee.
   E.   License Fees: Every applicant for a local liquor license or local liquor license renewal shall pay the following fees to the Village at the time of filing such application:
      1.   Administrative processing fee, nonrefundable: Seven hundred fifty dollars ($750.00).
