8.11.04: TRAFFIC-CONTROL DEVICES:
   A.   Placement and Maintenance: The Board of County Commissioners shall, from time to time, by minute order, place and maintain such traffic-control devices upon the roads, streets and highways within the geographical area encompassed by this Chapter as are deemed necessary to indicate and to carry out the provisions hereof and to regulate, warn or guide traffic. (1973 Code §21.28.130)
Whenever traffic-control devices are placed in position approximately conforming to the requirements of this Chapter, such devices shall be presumed to have been so placed by the official act or direction of the Board of County Commissioners unless the contrary is established by competent evidence.
   B.   Obedience to Traffic-Control Devices: it is unlawful for any driver to disobey the instructions of any traffic-control device placed in accordance with the provisions of this Chapter unless, at the time, otherwise directed by a peace officer.
No person shall be convicted under the provisions of this subsection if, at the time and place of the alleged violation, the traffic-control device is not in proper position and sufficiently legible to be seen by an ordinarily observant person. Whenever a particular provision of this Chapter does not state that such traffic-control devices are required, such provision shall be effective even though no traffic-control devices are erected or in place.
   C.   Damage to Traffic-Control Devices Prohibited: It is unlawful to attempt to or to alter, deface, injure, knock down or remove any traffic-control device placed or erected under the provisions of this Chapter. (1973 Code §21.28.040)
