(A) The meetings of the Board are open to the public. The Board shall fix the time and place for its regular meeting, which shall be held in a public place, and shall meet at least quarterly. Special meetings shall be called, and notice given, as provided for in I.C. 36-10-3-8, with election of officers to take place as provided for therein.
(B) A majority of the members constitute a quorum. Action of the Board is not final unless it is authorized by at least three members present and acting.
