(A) (1) Within a reasonable time after an ordinance of the Town Council is adopted, the Clerk- Treasurer shall record it in a book kept for that purpose.
(2) The record must include:
(a) The signature of the President of Council;
(b) The attestation of the Clerk-Treasurer; and
(c) The date of each recorded item.
(B) The record or a certified copy of it constitutes presumptive evidence of the adoption of the ordinance.
