Prior to the construction or installation of any utility facility within town right-of-way, all utilities within the area of the construction shall be located and marked as required by state law (I.C. 8-1-26), and any town water lines so located and marked as being within five feet of the intended construction or installation shall be excavated to daylight: meaning that the water lines shall be safely exposed and made visible to avoid damaging the water lines during construction or installation of the utility.
