The real property owner may appeal a notice of violation or a certified statement of costs issued under this subchapter to the Town Council, in writing, which must be filed with the Clerk-Treasurer, within five days of the date of the notice of violation or certified statement requesting a hearing at the next Town Council meeting and the matter will be heard at the next Town Council meeting. The decision of Town Council on all appeals shall be final.
